Last Monday I was in the WTC of Veracruz participating in the panel of technological innovation, was an event organized by the Ministry of Economy on the occasion of the National Program for Entrepreneurs.

During the panel, I was involved with the paper called the Knowledge-Based Economy "Economia Basada en el Conocimiento", where I stressed the importance of information technologies to improve competitiveness from an PyME to a country as Mexico.

I stressed one of the strongest economies, the European Union and its big bet on information and knowledge, ends with the current situation of our country and public policy for development.

Status: New Conference: Economia Basada en el Conocimiento.

I read the monthly magazine Etcetera the following guide the authors recommend to be Politically Correct, I will discuss in full text in native language:

  1. No criticar a los medios oficiales (los mal llamados medios publicos) para no hacerle el juego al enemigo.
  2. Decir que la sonrisa de Carmen Aristegui es un motivo mas para querer la patria
  3. Afirmar que Radio Centro o MVS son malas empresas por el trato que dieron a Jose Gutierrez pero al mismo tiempo reconocer que �stas le ofrecieron un espacio a Aristegui. En ese sentido, lo que a�n ignoramos es si Radio Centro o MVS tambien son motivos para querer la patria.
  4. No dormirse ante ning�n programa del Canal del Congreso o del Canal Judicial.
  5. Reirse con los chistoretes de German Dehesa, Jesusa Rodriguez y el Llanero Solitito.
  6. Sostener que grabaciones telefonicas o videos prueban la culpabilidad de alguien (aunque luego habria que luchar contra la invasion de la vida privada).
  7. Integrar alguna ONG y viajar gratis por todo el mundo (la lucha es la lucha).
  8. Criticar a la CNDH y a la Suprema Corte y luego denunciarlos ante organismos internacionales.
  9. Hablar de los "ni�os en situacion de calle" en vez de llamarles callejeros o vagabundos; a las putas decirles sexo servidoras, y a los ancianos o viejos adultos en plenitud (aunque sea de plenitud... pero de achaques).
  10. Participar en el redondeo (si no, como distribuir la riqueza).
  11. Platicar con un taxista sobre la reforma energetica, medios, economia y finanzas, salud, discriminacion, empleo, deportes, ecologia, agricultura, ganaderia, derechos humanos, astronom�a, procesos electorales, poes�a, literatura, musica, pintura, escultura y arte. Ah, y al final de la charla preguntarse "�por que personas como nosotros" no dirigimos el destino del pais (y del mundo)?
  12. Jam�s irle al America (entre otras cosas, porque es la presencia de Televisa en el futbol mexicano).
  13. Enviar cartas de amor a trav�s de Sepomex (y esperar la respuesta tambien por esa via).

Where is transparency?

Last March 11, the Congress local state of Queretaro decided to tip a severe setback to the effort they have made millions of Mexicans in favor of transparency.

Through an amendment to the Constitution of their local state, "merged" to the State Commission for access to information with the State Human Rights Commission (see article 33 of the new State Constitution). If this happens at the federal level tantamount to IFAI would be "devoured" by the CNDH. In fact, the reform involves the disappearance of the body guarantor of transparency in the state of Queretaro).

The local deputies decided to skip the vacuum and embark on a path that clearly leads to conflict with the federal Constitution because Article 6 of the Constitution requires that the issue of transparency exist bodies "specialized".

And what happens in Veracruz?
Recently in many ways was the subject of conversation at the direction of state government much of the information of the Transparency Law was classified as "reserved" and "confidential".

I read in the Alejandro Pisanty blog an item very interesting about the problem of Banda Ancha in Mexico.

As we know in Mexico La Banda Ancha is very expensive in comparison as in the United States, in our country where the service is 3 times more expensive.

Alejandro has three visions about the banda ancha and development in Mexico that well worth reviewing:

1. Sergio Sarmiento, muy atinadamente, habla a favor de la disponibilidad de redes de banda ancha como un elemento fundamental para el desarrollo. Buenos y claros argumentos a favor de la disponibilidad de estas redes y de la de frecuencias libres para proveerlas con conexi�n inal�mbrica. Si acaso yerra es en identificar banda ancha con (A)DSL, tecnolog�a adecuada para el hogar y peque�as instalaciones organizacionales, y no con un espectro m�s amplio de tecnolog�as, entre las cuales est�n los enlaces dedicados y las "lambdas", otra manera de proveer conectividad a trav�s de enlaces dedicados. Si en ADSL y enlaces como E1's o STM-1's el problema es de altos precios por escasa competencia, en fibra obscura es simplemente la ausencia del producto en el mercado. Mucho m�s grave. Y lo es m�s si la CFE no abre una ventana hacia las necesidades de la investigaci�n y la educaci�n. 2. Andr�s Oppenheimer (¡en confrontaciones de ideas de buena fe) parece coincidir con la visi�n de la UNAM al clamar por mayores inversiones en educaci�n superior como ejes del desarrollo. Andr�s escribe impulsado por las malas calificaciones o m�s bien malas ubicaciones aplicadas por el Foro Econ�mico Mundial a pa�ses latinoamericanos en el �ndice de Preparaci�n Digital al que me he referido en entradas anteriores. Y apunta: "los autores del ranking, titulado �ndice Global de Tecnolog�a de la Informaci�n, me se�alaron que la conectividad es, cada vez m�s, la clave para lograr crecimiento a largo plazo" y "que la ca�da de la regi�n no se debe a que sus pa�ses hayan dejado de invertir en infraestructura de internet, educaci�n o innovaci�n, sino a que otros, en diferentes regiones, lo est�n haciendo a mayor velocidad."

3. Se Cita un bolet�n de prensa de la UNAM, "
el director general de Telmex, H�ctor Slim Seade, destac� que un factor esencial en el desarrollo acelerado que el pa�s requiere, es la incorporaci�n de la Internet al sistema educativo mexicano en todos sus niveles y especialidades. La principal limitante para el crecimiento de la banda ancha en la naci�n, agreg�, es que cuatro de cada cinco hogares no tienen computadora, de �stos, aproximadamente el 80 por ciento ya cuenta con acceso a Internet; de ah� la importancia de incrementar la penetraci�n de equipos en las viviendas."

Friday January 25, 2008.

Its currently in the final phase of the project of CBTis 213 website in the city of Minatitl�n, Veracruz.

The project has some interesting phases, to develop an application for preregistration of new students. The record will be totally online, and to enter your information will be sent by e-mail data bank for payment, the documents must bear the date of registration and the date they have to take their documents.

Another interesting phase would be the implementation of the platform for distance education in our country is that standardizing the use of the application called moodle.

Finally, one last step could be the acquisition of an HP ProLiant server, it will install and configure the system Debian LINUX with the following network services: (SSH, Web Server, DNS and Mail Server).

Obviously, the physical installation of the server brings other details such as the acquisition of a public IP, router, and a firewall to ensure the network. Without neglecting a good land and air conditioning system of institutions.

Tuesday January 1, 2008.

Starting this year 2008 working. With the change of Municipal Government and Making protest of Antonio Pouchoulen Cardenas was redesigned the web portal of the City of Las Choapas with new content.

Even missing some modules to be developed as the site of the Municipal DIF and transparency, as well as a section of tourism, which promote the areas where you can practice in the ecotourism in Las Choapas.

Monday December 17, 2007.

At the end of the month of November, install and put in march a Debian 4 Etch in DELL server.

An important point when configure our IP, after the installation could do in the following two ways:

Manual configuration.

$ ifconfig eth0 nueva_ip netmask m�scara_red broadcast direcci�n_broadcast
//Default gateway.
$ route add default gw ip_puerta_enlace


Editing configuration files.

//Network configuration
$ nano /etc/network/interfaces
//DNS Resolution
$ nano /etc/resolv.conf
//Start the Networking
$ /etc/init.d/networking restart


When the system boots for the first time, it is important to modify the /etc/apt/sources.list to add a repository valid. After running a update and upgrade the system.
